Actually this is a Tang Dynasty era grinder for tea, as described in Lu Yu's Ch'a Ch'ing. It was used just before brewing, not during sorting or processing. Tea leaves were roasted and then ground into a powder, after which they were poured into a boiling pot of water with some salt or such.
